There are plenty of CCRB complaints that are determined to be "unfounded."
If the Lieutenant wasn't completely exonerated, CCRB had their reasons.
Since the public rarely hears anything about the CCRB in the press, I'll venture to guess the majority of ALL claims against the police are determined to be "unfounded."
Does that sound like an organization that's anti police and pro civilian rights? Stop it. Just stop.
