Blurred Lines: Dems Draw Just Like GOP

The last time Andrew Cuomo offered the impression he was a reformer was a decade ago, when in mid-February 2012 he announced a plan for permanently reforming the way districts were chosen for seats in the State Legislature and the House of Representatives.

Stating the obvious, the then-Governor said, "Redistricting in New York is a system that has prioritized incumbency and partisan interests over democratic representation."
