Can't End Solitary Outright

Keith Powers, the Chairman of the City Council's Criminal Justice Committee, explained the bill he and Public Advocate Jumaane Williams are pushing to end solitary confinement in the jail system this way: "We think the practice is inhumane and needs to be changed."
