Council Bill Would Limit Use of 'Solitary' In Jails

The city’s bid to end lengthy spells of solitary confinement on Rikers Island and at other jail facilities is now moving on two fronts, reflecting the urgency some officials feel to eliminate the practice.  

A lengthy hearing by the City Council’s Criminal Justice Committee Dec. 11 on a bill that would drastically reduce the time Department of Correction officials could isolate prisoners is expected to be followed later this month by a new rule governing punitive segregation, as the practice is also known, from the Board of Correction, the city’s jail-oversight panel.
