In his State of the State speech Jan. 3, Governor Cuomo promised sweeping changes in the state’s tax code to offset a revised Federal tax law that he said seemed aimed at damaging the economies of New York and other states with high local taxes. “You’ll hear more about it in our budget presentation,” he said.
What he delivered in his budget message Jan. 16 was more details about possibilities that he already mentioned, but not a plan.
