After the Department of Education last month offered bonuses for universal pre-kindergarten Lead Teachers, the union representing early-childhood educators lauded the city for its support. But Ernest Logan, president of the Council of School Supervisors and Administrators, which represents Directors of those centers, said last week that he was unhappy at the lack of attention paid to those who manage the facilities.
