When Mayor de Blasio said during his State of the City address Jan. 28 that his idea to revamp and strengthen the Civilian Complaint Review Board was called "The David Dinkins Plan" because "he made the CCRB a reality," he was indulging in oversimplification.

The then-Mayor in September 1992 arranged for legislation to create an all-civilian review board to allow for more-objective examinations of alleged bad behavior by cops. But on the morning that it was due to be taken up in the City Council, even its supporters didn't believe it stood a chance of advancing without changes, with City Council Majority Leader Peter Vallone Sr. opposed to the bill as written.
