The New York Times report Dec. 1 that President Trump had discussed with his personal lawyer Rudy Giuliani as recently as a week earlier giving him a preemptive pardon for unspecified crimes did not come as a surprise to Sidney Schwartzbaum, a former president of the Assistant Deputy Wardens/Deputy Wardens Association who often clashed with Mr. Giuliani when he was Mayor.

"I bet friends and relatives that he will pardon Manafort, he will pardon Rudy," Mr. Schwartzbaum told us that afternoon.
