In early February, an agreement was reached between the NYPD and the Civilian Complaint Review Board that left the Police Commissioner with the final say on disciplinary decisions but required an explanation in writing in situations where his or her ruling fell outside the range of penalties that the board had recommended using a new disciplinary matrix.
