Mourn Lawrence Byrne, Ex-NYPD Legal Chief

Lawrence Byrne, a former NYPD Deputy Commissioner for Legal Matters whose younger brother, Edward, was assassinated on orders from a drug-dealer while guarding a witness in a narcotics case 32 years ago, died Dec. 6, three days after suffering a heart attack, at age 61.

A veteran attorney who was appointed to head the department's legal bureau by Police Commissioner William J. Bratton in 2014 and returned to private practice four years later, Mr. Byrne reached the conclusion in 2016 that Section 50-a of the state Civil Rights Law, which had existed for 40 years, prohibited the NYPD from routinely providing the media with officers' disciplinary records when they became involved in controversy.
