In a reflection of just how hard the NYPD has been hit by attrition in all ranks over the past year, the Lieutenants Benevolent Association and Captains Endowment Association have agreed to defer a combined $4.5 million in welfare-fund payments by the city until the end of September in return for a no-layoff guarantee that runs only through Feb. 28.
Most unions that have agreed to what now totals $776 million in savings for the city by deferring wage and/or benefit payments into the fiscal year that begins July 1 had done so for no-layoff guarantees covering the first six months of the year and potentially the year beyond that. LBA President Lou Turco said he hadn't considered that necessary for his members.
