Public housing residents and members of the City Council urged the city Housing Authority to provide more jobs for low-income New Yorkers as part of its federal hiring mandate.
Under the Housing and Urban Development Act of 1968, Section 3 requires NYCHA and other public housing authorities to connect NYCHA and other low-income and very low-income residents with employment and economic opportunities, such as training. The hiring requirements apply to NYCHA’s capital projects and operations work, including vendors contracted with NYCHA, and workers were often hired in job titles such as carpenters or painters.
