Smart thinking by some education folks

To create jobs for educational bureaucrats and help them stay up-to-speed with the latest sensitivity-training nomenclature, it has been found helpful to constantly reclassify children with ingenious descriptions and exotic diagnoses.

That's being cynical and painting with too broad a brush and a gross exaggeration, and of course there are many perfectly legitimate times when evolving research and enlightened attitudes compel some form of compartmentalization.
