There are times when Governor Cuomo leads us to believe that the most powerful man in state government is really Simcha Felder.
Mr. Felder is the distinctly low-key State Senator from Brooklyn who five years ago was elected as a Democrat and immediately announced that he would caucus with the Republican majority because it was the best way to serve the interests of his constituents, a heavily Orthodox Jewish population in Borough Park and patches of Midwood and Flatbush.
