Too Hasty on 'Horizon'

When a Queens Supreme Court Justice Sept. 17 issued a temporary restraining order blocking the de Blasio administration from moving correction officers into the Horizon Juvenile Center and penalizing those who did not complete a required questionnaire before they were transferred, it offered a chance for city officials to take a deep breath and re-evaluate their plan.

Instead they went before an appellate judge the following day, who lifted the TRO, permitting the changes to proceed as scheduled Oct. 1. It did so despite the fact that concerns have been expressed by not only the Correction Officers Benevolent Association but also Local 371 of District Council 37, which represents the Youth Development Specialists who over time will take an increasing role in the supervision of residents at Horizon, who beginning next Monday will include 16- and 17-year-olds who currently are inmates at Rikers Island.
