What do you call someone who makes greater pedestrian safety a top priority, creates a Dangerous Vehicle Abatement Program requiring any car owner with an excess of moving violations to take a safe-driving course or have their car seized, and 19 months later has to explain the death of a 3-month-old infant in a smash-up caused by a man who this year alone had 35 tickets for speeding in school zones and five red-light camera violations after that official failed to have the program implemented?
