Scabby the Rat made an appearance outside City Hall on Wednesday, standing alongside City Council staffers demanding a first contract.
The inflatable rodent’s appearance marked the fifth action held by the Association of Legislative Employees in the last two months calling attention to the slow pace of bargaining with Council management. On Wednesday, the workers took it a step further: by holding a silent protest in Council chambers during the lawmakers’ stated meeting.
