Signal Maintainer Louis Moore, who was fatally struck by a northbound E train outside the 46th Street station in Queens April 24, was at fault for failing to stop working when he knew a train was coming, Metropolitan Transportation Authority investigators said July 29.
Mr. Moore and a co-worker were removing flagging equipment from the tracks when the co-worker heard the announcement that the train was one stop away. He warned Mr. Moore, and said he acknowledged the comment.
