For years, Metro-North maintenance crews have been allowed to work without proper supervision, causing some testing and upkeep to be delayed by up to a year, a new Inspector General report has found.
The problems occurred in the agency’s Communications Division, which maintains the fiber-optic network that connects its Control Center in Grand Central to its switching and signaling system.
