The federal monitoring team that oversees conditions at Horizon Juvenile Detention Center raised concerns that high turnover among staff has made it difficult to implement measures aimed at curbing violence at Horizon, according to a recent report.
Although the Administration for Children’s Services has consistently made efforts to hire youth development specialists, who work with teens in the city’s juvenile detention facilities, attrition has been a persistent problem. Between January 2021 and December 2022, ACS has hired 235 youth development specialists to work at the Bronx facility. But during that same period, 166 staffers left the job, leaving the agency up by just 39 YDS, the report found.
