Claude Fort, who has served five terms as president of the Civil Service Technical Guild over two sometimes-stormy tenures, was unseated in a runoff election May 26 by Mike Troman by a 17-vote margin out of more than 2,300 ballots cast.
But that slim victory made clear the erosion in Mr. Fort’s support within the union of Engineers, Architects and other professionals that is Local 375 of District Council 37 after he was scolded in two separate letters from its international union, the American Federation of State, County and Municipal Employees, about his campaign tactics.
