District Council 37 leadership postponed a vote on a resolution calling for the abolition of Immigration and Customs Enforcement during the union’s monthly delegate assembly meeting last month, delegates say. The resolution, brought by Louis Moskowitz, a delegate from Local 768, labeled ICE an “agency that terrorizes the public” and called for a citywide policy mandating noncompliance with administrative warrants provided by agents from the Department of Homeland Security.
The resolution also called for city agencies to implement training on the implementation of sanctuary city law, and on the difference between judicial warrants signed by a judge and administrative warrants. ICE and Border Patrol agents often present administrative warrants in their interactions with the public, which allow agents to carry out arrests but, unlike warrants signed by a judge, do not permit forced entry into a home.
