NYCHA, DC 37 locals skirmish over hybrid option

For nearly two years, hundreds of unionized employees at the New York City Housing Authority have been required to report to work while their non-union managers have been permitted to work from home as many as three days a week. Several different locals within District Council 37 and the Organization of Staff Analysts negotiated for months with NYCHA officials to try to get their members similar hybrid privileges as their managers, but months of bargaining bore few results. 

Earlier this year, after negotiations with the authority went nowhere, DC 37 officially accused NYCHA of bad-faith bargaining, filing a petition for relief with the city’s Office of Collective Bargaining.
