District Council 37 delegates passed a watered-down resolution that announced the union “opposes additional funding” for Immigration and Customs Enforcement but fell short of calling for ICE to be abolished, as some delegates desired. The resolution passed in a voice vote at the March 5 delegates meeting, a month after an anti-ICE resolution that explicitly called for the agencies’ abolition was first proposed by Louis Moskowitz, a delegate from Local 768.
Union leadership postponed a vote on the resolution Moskowitz proposed at the February meeting so it could undergo review by leadership in the union’s legal department, delegates who were in that meeting told The Chief at the time. Delegates were told then that the resolution couldn’t be voted on because it wasn’t submitted to the union's secretary before it was proposed, two delegates who participated in that meeting said, and that it needed to be reviewed by the union's general counsel Robin Roach to make sure that it wouldn't interfere with mandatory subjects of bargaining.
